Carbonate i.e CO3. It has one carbon atom and 3 oxygen atoms. The atomic number of carbon is 6 so its electronic configuration is 2, 4. Similarly the atomic number of oxygen is 8 and the electronic configuration is 2,6. In carbonate molecule the oxygen atom is higly electro negative as a result of which it tends to pull the electrons of the carbon atoms towards itself. One oxygen atom requires two more electrons to complete its octet inorder to be stable as a result of which it takes electrons from the carbon atom. But the carbon atom has only 4 electrons in the outermost shell and since there are 3 oxygen atoms in the carbonate molecule so the oxygen atoms requires 6 electrons to complete its octet and become stable. However the carbon atom can give only 4 electrons to oxygen atom. Still for the carbonate atom to be stable it requires two more electrons. Thus the valency of carbonate atom is 2 and the negative sign in the valency indicates that the carbonate atom requires two more electrons to be stable. Thus the overall valency along with the sign of carbonate atom is -2
