A multiplexer is a device with multiple inputs (2 to the power of number of select lines) one output and select lines.the job of the multiplexer is to select and output only that input which is currently indicated by the select lines. for eg. in a 2:1 multiplexer there are 2 inputs with one select line and one output. when the select lines is 0 one input will be sent to the output and when the select line is 1 the other will be outputted.

The encoder is a device which encodes incoming signals into something else with a unique characteristic.for example if you have a two inputs with a binary combination and want to know its excess-3 code, you can use an excess 3 decoder. the functioning of an encoder majorly depends on its usage and programming. while a multiplexer has a very straigt forward functionality
