  4. INTRODUCTION ABOUT CO-OPERATIVE MOVEMENT "Co-operative movement is a movement of people carried out democratically by pulling together the resources or carrying on the given activity with the purpose of achieving certain benefits which the people cannot get individually".
  5. no National Agricultural Cooperative Marketing Federation of India Ltd. (NAFED) was established on the auspicious day of Gandhi Jayanti on 2nd October 1958. NAFED is registered under the Multi State Co-operative Societies Act. Nafed was setup with the object to promote Co-operative marketing of Agricultural Produce to benefit the farmers. Agricultural farmers are the main members of Nafed, who have the authority to say in the form of members of the General Body in the working of NAFED. NAFED on behalf of Government of India also serves the consumers' interests through supply of various essential items such as onions, potatoes, eggs etc. during scarce marketing situations or when the prices of such commodities rise abnormally. It has established modern plants for pre-cooling-cum-cold storage, grading-cum- waxing, cleansing-cum-processing and modern warehouses in different parts of the country for post-harvest handling of agro-products/processing for marketing within and outside the country.

OBJECTIVES OF NAFED To act as warehouseman under the Warehousing Act and own and construct its own godowns and cold storages To organise consultancy work in various fields for the benefit of the cooperative institutions in general and for its members in particular To set up storage units for storing various commodities and goods, by itself or in collaboration with any other agency in India or abroad; To maintain transport units of its own or in collaboration with any other organisation in India or abroad for movement of goods on land, sea, air etc.; To undertake marketing research and dissemination of market intelligence; To arrange for the training of employees of marketing/processing/supply cooperative societies; To advance loans to its members and other cooperative institutions on the security of goods or otherwise;

INTERNAL TRADE OF NAFED DURING 2007-08 Domestic Operations: - Domestic operations of NAFED mainly comprise of outright business, joint venture business with member federation/societies, agency & consignment business and implementation of price support scheme/market intervention scheme of the government of India. NAFED helps farmers by procuring their produce like foodgrains, pulses, oilseeds, spices, cotton, tribal produce, jute & jute products. Eggs, Fresh Fruits & Vegetables through the established cooperative network all over the country with active involvement marketing societies at mandi level. Total Internal Trade 41

WAREHOUSE RECEIPT BASE FINANCE In order to attract Farmers for utilizing storage capacity of NAFED, a scheme of providing finance against storage of their produce in NAFED warehouses has been introduced. For Making this scheme farmers friendly, NAFED and HDFC Bank have signed a Memorandum of agreement on 01 Feb 2005. The scheme envisaged providing finance to farmers through NAFED and its member cooperatives against pledge of their stocks. WRF will make cash available to the farmers at the time of their need so that they take care of their crop. Broad roles of NAFED and associated cooperatives would be: - To promote scheme Documentation and security of documents Loan disbursal Market intelligence Disposal of stock in the event of default

BUSINESS HIGHLIGHTS NAFED achieved a turnover of Rs. 4706.65 crores as against the turnover of Rs. 6381.38 crores achieved during the last year, a decline of approx.26.24% mainly due to reduced negligible activities in Tie-up business. Incurred a net loss of Rs.56.69 crores due to huge interest liability on account of outstanding loans due to Tie-Up business defaulters. The share capital was Rs. 1097.33 lakhs upto 31.3.2008. Membership of the Federation increased from 824 to 832 upto 31.3.2008. Special thrust was given to promote marketing of consumer items all over India. NAFED marketed consumer products like edible oils, processed foods, spices, tea, rice, pulses etc. valued around Rs. 36.15 crores directly to the brand name of NAFED and marketed products of other reputed companies. NAFED inducted fresh M.B.A. Graduates as Management Trainees selected from Vaikunth Mehta National Institute of Cooperative Management (VAMNICOM), Pune, AMITY, Noida and RICM, Bangalore to professionalize the managerial cadre.

CONSUMER MARKETING OF NAFED NAFED also supplies its consumer products to various prestigious institutions including hotels, hostels, hospitals, Public sector Organisations Government Departments, Para Military Forces etc. During the year 2007- 08 NAFED sold various consumer products including Grocery, Tea, Edible Oils, processed foods etc. of the value of Rs 63.15 crore. Poultry Products. To help the poultry farmers, NAFED handled eggs valued at Rs.1.72 crore in outright account during the year 2007-08.

SPICES Purchases During the year 2007-08,NAFED procured 5647 MTS of various spices viz.Turmeric, Black Pepper,Red Chillies, Methiseed, Dry Ginger, Cloves, Cardamom(small) etc. valued at rs.70.55 crores in its outright account Sales A total quantity of 4969 MTS of various spices, such as, Turmeric, Black Pepper, Red chillies, Methiseed, dry ginger, and Cardamom (small) valued Rs.63.11 crores was sold in outright account during the year
  17. FOODGRAINS Purchases During the year 2007-08. Nafed purchase 948572 MTS foodgrains, such as, Bajra, Guar, Jowar, Maize, Paddy, Rice and Wheat Barely valued at Rs.885.85 crores in its outright account besides procuring 24930 MTS Rice valued at Rs. 33.38 crores on Tie-up basis. Sales During the year 2007-08, NAFED sold 849203 MTs foodgrains, such as Bajra, Guar, Jowar, Maize, Paddy, Rice and Wheat valued at Rs.954.96 crores in outright account.

OILSEEDS Purchases NAFED procured 101369 MTS of various oilseeds including Soya bean, Groundnut Pods, Sunflower Seed, Castor Seed and Sesamum seed Mustard Seed etc valued at Rs. 195.16 crores in outright account Sales A total quantity of 119753 MTS of various oilseeds valued at Rs. 240.66 crores was sold in outright account during the year 2007-2008. TRANSPARENCY POLICY OF NAFED FOR SHARING INFORMATION WITH CITIZENS NAFED was set up with the objective to promote and develop cooperative marketing of agricultural produce to benefit the farmers. NAFED is owned and run by the farmers through State Level Cooperative Marketing Federations/ Commodity Cooperative Federations/ District- Regional Marketing Societies and Primary Cooperative Marketing Societies. NAFED will make a beginning towards practicing to ensure complete transparency through several tools of communication. Unless there are compelling reasons to the contrary, NAFED will provide to members, external bodies, and the public, relevant information in a timely fashion.

Computerisation of records NAFED shall maintain all its records duly catalogued and indexed in a manner and form which facilitates free flow of information and ensure that all records that are appropriate to be computerized are computerized and connected through a network all over the country through its Branches so that access to such records is facilitated. NAFED will provide as much information to the public at regular intervals through various means of communications, including internet. Every information shall be disseminated widely and in such form and manner which is easily accessible to the public.

Publications of NÄFED Details about the particulars of its organization, functions and duties; The powers and duties of its officers and employees; The procedure followed in the decision making process, including channels of supervision and accountability, The norms set by it for the discharge of its functions. NAFED shall publish all relevant facts while formulating important policy or announcing the decisions which affect public. NAFED will not disclose the following information : Information which has been expressly forbidden to be published by any court or law or tribunal or the disclosure of which may constitute contempt of court. Information, the disclosure of which would cause a breach of privilege of Parliament or the State Legislature Personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual.

COMPUTERIZATION In order to keep pace with the changing scenario in agricultural marketing and also realizing the importance of the Information Technology in transforming business processes and providing more effective management control and decision systems, NAFED has expanded its computerization activities considerably. Implementation of Web-enabled marketing information System all over India has resulted in quick transmission of business data, which helps in taking timely business decisions besides being providing a data bank for future refe re n A latest integrated Financial Accounting Package is almost ready for implementation at various branches all over India. Efforts to connect Head Office with Regional Office (WZ), Mumbai Branch through Video Conferencing are under way.
  23. FUTURE TRADING OF NAFED NAFED is also exploring the feasibility of entering into the National Spot Exchanges, so that physical delivery based trading may be encouraged. During the year 2007- 08, the volumes achieved in futures trading business were about Rs.319 crores. INSURANCE BUSINESS OF NAFED NAFED had done an insurance business of Rs. 6.74 crores and earned a service charge of Rs. 65 lakhs. The insurance business covered mainly includes PSS stocks and also commercial stocks. Efforts are on to involve cooperative banks and other State Federations to undertake insurance business in joint venture with NAFED.
